## ESTR Governance

### Management and Governance 

Electronic Submission Tracking and Reporting (ESTR) is a system designed for University-wide use by the Harvard Institutional Review Boards (IRBs). ESTR is managed by the [Research Administration Systems team](http://fss.finance.harvard.edu/pages/organizational-chart) in [Harvard University Information Technology](http://huit.harvard.edu/), [Administrative Technology Services](http://huit.harvard.edu/research-administration).  
  
Content, requirements, and policies delivered in ESTR are governed by the [Harvard Human Research Protection Program](http://vpr.harvard.edu/pages/human-research-policy); which includes a leadership committee comprised of members of the [Office of the Vice Provost for Research](http://vpr.harvard.edu/pages/human-subjects-and-irbs), and the [Harvard Longwood Area](http://www.hsph.harvard.edu/orarc/irb) and [University Area](http://cuhs.harvard.edu/) IRB offices. The leadership committee regularly reviews feedback from faculty, students and staff for inclusion in system upgrades.
